g(x) is written in vertex form, which is

g(x) = a(x-h)²+k, where (h, k) is the vertex.  Since
g(x) = 4(x-8)²+9, the vertex is at (8, 9).  Comparing this to the vertex of f(x), which is at (9, 8), it is left 1 and up 1.
