46% are not chocolate.

If 27 ARE chocolate than 23 ARE NOT chocolate. you then take 23 and divide it by 50 (total number of cupcakes) and you get 0.46 which as a percentage is 46%

Answer:

46% NOT chocolate

Step-by-step explanation:

27/50 are chocolate

so that means the rest, 23/50, are not chocolate

We can double both numbers to keep the correct ratio but turn it into 46/100 or 46%
