B because none of the others are in standard form or have -3 as “m” (slope)

The answer would be B and D 

The slope is the rise over the run, Which in this case will be -3 over 1 (so -3). This means you will move from the starting point (-1,4) and move down 3, then over one. That brings you to the point (0,1). Which means your Y-Intercept is positive one. When constructed as an equation, you will get    Y = -3x + 1
